Brazil’s state-owned technology company SERPRO has partnered with the Cardano Foundation to enhance blockchain adoption in the country’s public sector, a move aimed at strengthening digital transformation in Latin America’s largest government technology infrastructure.

SERPRO is a state-owned company in Brazil responsible for processing data and providing information technology services to various government agencies. Founded in 2016, the Cardano Foundation is an independent, Swiss-based not-for-profit organization tasked with advancing Cardano as a public digital infrastructure across a wide range of industries. ADA tokens are its native cryptocurrency, which are used to pay transaction fees on Cardano.

The collaboration will focus on technological innovation, digital infrastructure development, and blockchain education, marking a milestone in Brazil’s push for greater efficiency and transparency in public administration. SERPRO, the world’s largest state-owned information technology company, processes 33 billion transactions annually and manages over 30.4 petabytes of data across multiple cloud platforms.

“Our collaboration with SERPRO represents a transformative step in modernising Brazil’s public sector infrastructure through blockchain education and technology. By integrating Cardano’s solutions into SERPRO’s extensive network, we’re enhancing transparency and improving service delivery for millions of citizens,” said Frederik Gregaard, CEO of the Cardano Foundation. “This sets a powerful precedent for government adoption across Latin America.”

Digital government transformation

SERPRO’s director-president, Alexandre Gonçalves de Amorim, said the initiative would strengthen Brazil’s position as a leader in digital governance. “By combining SERPRO’s extensive public sector expertise with Cardano’s blockchain infrastructure, we’re positioning Brazil at the forefront of digital government transformation,” he stated.

As part of the initiative, the Cardano Academy program will be rolled out for SERPRO’s 8,000 employees, including 2,000 developers, with a focus on blockchain education and professional development. The program will include masterclasses, technical training, and certification opportunities, reinforcing blockchain capabilities within the Brazilian public sector.

“This is SERPRO’s first international partnership for educational purposes, with a strategic focus on strengthening blockchain adoption in the public sector,” said Kleber Pereira dos Santos, an advisor to the presidency of the Brazilian state-owned company. “As part of the government’s strategy, SERPRO has been significantly expanding its role in digital transformation, and blockchain is a key tool to ensure data integrity and decentralization, mitigating fraud and increasing efficiency.”

Brasil crypto stance

Brazil has demonstrated growing interest in blockchain and crypto-related innovations in recent years. Public authorities, particularly at the federal level, have taken a positive stance on the sector, leading to regulatory developments and government-backed projects aimed at integrating blockchain into various administrative functions.

The country’s digital government model ranks second globally, according to the World Bank, highlighting its commitment to technological advancement.

The partnership also follows the Cardano Foundation’s prior engagement with Petrobras, further cementing its presence in Brazil and reinforcing the potential of blockchain technology in transforming public services.
